Lubbock Power & Light
Learn more about Lubbock Power & Light, a utility company in Texas.
What is Lubbock Power & Light?
For over a century, Lubbock Power & Light (LP&L) was a trusted primary electricity provider for the city of Lubbock.1 However, in December 2023, LP&L completed the transition of all customers to the ERCOT system, finishing the city’s complete move to a deregulated energy market.2 services provided by other retail electric providers were activated in March 2024, at which time LP&L ceased operating as a retail electric provider.
Today, LP&L operates solely as a utility provider, overseeing the transmission and distribution of electricity to homes and businesses in Lubbock. Residents can explore energy providers and select electricity plans that best suit their needs.

How Just Energy Operates in Lubbock Power & Light’s Service Areas
Just Energy & LP&L work together in different ways to ensure your home has electricity. As the utility company, LP&L manages the transmission and distribution of electricity to your home. They are also known as your transmission and distribution service provider (TDSP).
The utility company is responsible for monitoring and measuring energy consumption in your home or business, and it owns the infrastructure, such as towers, wires, poles, and lines. If you ever experience a Lubbock power outage, you would contact the utility company for assistance.
A retail electric provider (REP; also known as an energy provider or electric company), like Just Energy, buys electricity in bulk from producers and sells it to customers like you. In a deregulated market, you can choose which REP you want to sign up with. When you enroll with a REP, they handle your customer service and billing.

Lubbock Power & Light FAQS
Does Lubbock Power & Light offer electricity plans?
No. Lubbock Power & Light ceased operating as both a utility and an energy provider when the city of Lubbock transitioned to a deregulated energy market. Today, LP&L operates only as a utility company.
Is there a way to lower TDU charges from Lubbock Power & Light?
No. You can’t lower TDU delivery charges from LP&L or any Texas utility company because the Public Utility Commission of Texas (PUCT) sets and regulates these fees. TDU charges cover the utility company's cost of building and maintaining energy infrastructure. These fees are shared equally between households in your area assigned to LP&L as their utility provider.
How are utility companies different from energy providers in Texas?
A utility company oversees the transmission and distribution of your electricity. It measures energy consumption on your residential or commercial property and owns the energy infrastructure, including towers, wires, poles, lines, and related equipment.
On the other hand, a REP, also known as an energy provider, purchases electricity wholesale from energy producers and then sells it to its customers.
How is Just Energy different from Lubbock Power & Light?
Just Energy differs from LP&L because Just Energy is a retail electric provider and LP&L is a utility company. This means that you choose your electricity plan with Just Energy. Just Energy then sells you the electricity you use and provides plan-related service and support.
If you experience a power outage, meter issues, or other problems related to electricity delivery, you would contact LP&L, not Just Energy, because utility companies handle these matters.
Who should I contact when there is a power outage?
If your utility company is Lubbock Power & Light, contact them at 806-775-2509. However, Lubbock is automatically notified of your power outage if you have an advanced meter. You can view the live outage map for updates.
