This summer, Corpus Christi’s water outlook has been a moving target. Heavy rain in June gave the city a break, pushing the projected Level 1 Water Emergency back to September 2027. What Is Happening in Corpus Christi Now?
Despite summer rainfall, Corpus Christi remains under Stage 3 (Urgent) drought restrictions, which include no lawn watering and only allow for hand watering of trees, vegetable gardens, shrubs and potted plants between 10 a.m. and 6 p.m.
However, recent rains have allowed the City to push back the projected Level 1 Water Emergency to September 2028, which City Manager Peter Zanoni calls “a catastrophic event” if reached. This level of emergency would require residents and businesses to cut water consumption by 25%.
Zanoni expects restrictions to drop to Stage 2 (Moderate) drought restrictions in early August. For this to happen, the city’s combined reservoir storage level would need to exceed 30%. While the outlook is improving, the City continues to have an “every drop counts” stance, urging residents and businesses that rely on the city’s reservoirs to conserve water.

Corpus Christi Low Reservoir Storage Levels
Corpus Christi reports its combined reservoir storage level is at 28.3%. While as close to 100% as possible is ideal, the reality is that the combined median water reservoir levels have hovered just below 60% from 1990 to 2025.
Just a few months ago, the situation was much more dire. In April, water levels in Corpus Christi’s two main reservoirs fell to less than 9%, prompting a handful of small towns surrounding Corpus Christi to issue disaster declarations amid the water crisis and to set the Level 1 Water Emergency timeline set to September 2026.
How Did the Corpus Christi Water Crisis Develop?
The three main culprits for Corpus Christi’s water crisis are years-long droughts in South Texas, rising water demand, and delays in infrastructure upgrades. Here’s a look at each in more detail.
South Texas Droughts
Droughts in the last five years depleted Corpus Christi’s two primary reservoirs, Choke Canyon and Lake Corpus Christi. The Frio River feeds Choke Canyon while the Nueces River feeds Lake Corpus Christi. Choke Canyon’s capacity is three times as large as Lake Corpus Christi.
Rising Water Demand
While the drought was draining reserves, the city was selling more water to large industrial customers, which raised demand as supply tightened. These large industrial customers use up to 60% of the city’s water.
The city continued selling water during drought years partly because it didn’t expect the drought to last several years. City officials had factored in some drought conditions in their calculations, but the severe, ongoing drought hasn’t allowed reservoirs to replenish to more ideal levels during the wet season. Adding to the problem was the delay in plans for new sources of reliable water.
Delays in Infrastructure Upgrades
The Corpus Christi water crisis is decades in the making, with Zanoni admitting the city hasn’t kept up with water supply and infrastructure as it should have. New water sources such as groundwater, reclaimed water, pipeline capacity, and desalination can take years, funding, permits, and public approval.
For example, a desalination plant project that would have provided a much more drought-resistant water supply stalled due to cost and environmental objections. Last September, the city scrapped the project altogether when costs ballooned to as high as $1.3 billion.

Why the Crisis Matters Beyond Corpus Christi
The impact of the Corpus Christi water crisis reaches beyond the city itself. Corpus Christi provides water to over 500,000 people in seven counties: Nueces, San Patricio, Jim Wells, Aransas, Bee, Kleberg, and Live Oak. As a result, Coastal Bend water restrictions affect all seven counties.
Water shortages in Corpus Christi are also affecting the area’s refineries, chemical plants, and energy operations. This, in turn, affects fuel supplies, jobs, and state tax revenue. Since Corpus Christi produces 5% of the U.S. gasoline production, any slowdown at these plants can affect fuel markets across the country.
The Policy Debate: Conservation, Industry, Desalination, and Cost
The Corpus Christi drought is raising tough questions about who should conserve, who gets to use water, and who ends up paying for it.
For example, under Stage 3 restrictions, residents face lawn-watering bans and rising bills when water usage exceeds the maximum limit. While the city impresses on the people that “every drop counts,” large industries, which, as mentioned, use up to 60% of the city’s water, can pay a permanent surcharge to avoid the higher fees that are meant to encourage conservation during drought.
These businesses are a big part of the local economy, which is one reason city officials hesitate to make them cut back. In 2024 alone, these industries contributed more than $113 billion to the state economy.
Corpus Christi desalination plants could help take some pressure off the water supply and give the region a more reliable source during drought. But high costs and worries about brine pollution in Corpus Christi Bay have slowed progress on these projects.
Emergency projects also carry a price. Zanoni says water rates may eventually double as the city invests roughly $1 billion in Texas water infrastructure.

There are lessons to be learned in every challenge, and the Corpus Christi water shortage is no exception. Other fast-growing regions in the state are vulnerable to Texas droughts and to impacts on water supply. Coupled with rising industrial demand, the case for a diversified water supply source becomes increasingly apparent.
Cities like San Antonio are trying to stay ahead of a Texas water crisis, drawing on the Edwards Aquifer, recycled water, brackish groundwater desalination, aquifer storage and recovery, and imported supplies via the Vista Ridge pipeline to meet their water needs.
However, no two cities face identical risks, so individual city planning must account for each city’s drought duration, permitting timelines, industrial growth, affordability, and public trust—well before shortages arrive.
