In Texas and other deregulated states, different Transmission and Distribution Service Providers (TDSPs) or Transmission and Distribution Utilities (TDUs) are responsible for maintaining power lines and infrastructure in each area. Each charges slightly different delivery fees, which can affect your final rate.

Your usage level also matters because some plans include minimum usage tier bill credits. This means your average rate may change depending on how much electricity you consume each month.

A fixed-rate plan locks in your electricity rate for the entire term of your contract. That means your price per kWh won’t change, even if market prices go up or down. Fixed-rate plans are ideal if you prefer price stability and predictable bills.

A variable-rate plan, on the other hand, changes month to month based on market conditions. This flexibility can sometimes lead to short-term savings but may also mean higher rates during periods of high demand, like summer in Texas.

TDU Fees, or Transmission and Distribution Utility fees, are monthly charges for delivering electricity in Texas. They’re regulated by the Public Utility Commission of Texas (PUCT) and reviewed and approved based on grid operating costs.
